Burbank Public Library Policy: Circulation of Library Materials 

I. Purpose 

Burbank Public Library lends materials including but not limited to: books, audiobooks, music CDs, DVDs, eMaterials and technology equipment. This policy defines what items circulate, who is eligible to borrow items, lending periods, and consequences for late or no return.  

II. Policy

  • Upon obtaining a Burbank Public Library account (see Policy III-02: Library Card Eligibility), individuals may borrow items from the Library collection to use offsite. 
  • All types of Library accounts provide full access to eMaterials, including eBooks, eAudiobooks, eMagazines, streaming music and video, and online research resources.  
  • All Library accounts where the user’s identity and address have been verified provide full access to all electronic and physical circulating materials except technology. The Library does not restrict access to any materials based on age. 
  • Additional limits exist for borrowing technology, as outlined below. 
  • Users must be in good standing to maintain borrowing privileges. See Policy III-02 for details. 

III. Loan Rules

Loan periods are determined by the Library Services Director. Loan periods by item type are as follows: 

  • 6 weeks: Adult, teen and juvenile books, audiobooks and music CDs; large print books; new large print, teen and juvenile books; technology 
  • 2 weeks: Magazines, DVDs and Blu-rays; new adult books (except large print) 

If no other borrowers are waiting for an item, the Library will automatically renew items up to two times.

A single cardholder may: 

  • Check out up to 50 items at one time. EMaterials are subject to different borrowing limits that vary based on the service and do not count against this 50-item total.
  • Place hold requests on up to 20 items at one time. EMaterials are subject to different hold limits that vary based on the service and do not count against this 20-item total.

IV. Lost or Damaged Items

Fees for lost or damaged Library materials are set by the City Council and published in the City of Burbank Fee Schedule available at burbankca.gov. 

Borrowers who have provided the Library with their email address will receive notification of items automatically renewed, imminently due, overdue and lost. Borrowers without email accounts will receive a more limited set of notifications but will be notified of overdue and lost materials. 

Items will be considered lost 14 days after the due date. At this time, the replacement cost of the item plus a processing fee will be assessed to the user’s account. Upon returning an item marked lost, all fees will be waived. Account fees of $25 or more will result in suspended Library privileges, which may affect use of other Library services. It is the policy of Burbank Public Library not to send delinquent borrowers to a collection agency. 

Fees may be paid by cash, check or credit card. Replacement items will not be accepted in lieu of cash payment. 

V. Circulating Technology

  • Technology checkouts are limited to adult users with full-privilege accounts in good standing. 
  • A subset of technology equipment is purchased by grant funds specified for Adult Literacy Services, and therefore use is limited to participants in that program. 
  • Replacement charges as identified above (cost of item plus processing fee) will be assessed for lost or damaged items, including peripheral equipment. User accounts will be blocked immediately once lost technology becomes overdue. 
  • Technology cannot be renewed. 

VI. Interlibrary Loans

For items not owned by Burbank Public Library, staff will seek to obtain the title from another Library at patron request through the interlibrary loan system.

  • Interlibrary items have a loan period determined by the lending library.  
  • Burbank charges a $6 fee per item for this service; additional charges may be assessed by the lending library.  
  • No more than 5 interlibrary loan requests may be placed at one time. 
  • Interlibrary loan requests may be placed by any user in good standing of any age.
